Initial Proposal was the first
document the Design Team drafted to plan the content of the site. It was presented
to the Subject Matter Experts for review. The information included in the
document was drawn from existing text documents used in Texas. The Initial
Proposal helped to ensure that the Design Team's understanding of the content
was accurate.
